Phase 1 was completed solely by SRE. During the course, the relevant legislation was yet in place, and we encountered doubts cast on the project, unprepared domestic supply chains, and a severe lack of relevant infrastructure such as heavy cargo wharves. Despite all the difficulties, driven by a strong sense of mission and commitment to the country’s energy transition, SRE still managed to hire technical teams and construction vessels from Europe as well as integrating domestic construction teams of offshore engineering and subsea cables. Eventually, after being struck by two typhoons, we successfully installed two demonstration wind turbines with a total capacity of 8 MW in October 2016, accomplishing the ‘mission impossible.’ With this achievement, SRE set a milestone in history, shining a light of hope and heralding a new era in Taiwan’s offshore wind industry.

Ørsted and Macquarie Capital joined Formosa 1 at the beginning of Phase 2 as sponsors, injecting new momentum into the project. Regarding technical, financial, and construction works, the sponsors drew on their respective areas of strength and expertise to assign professionals to jointly form the first international team of offshore wind power in Taiwan. The team installed 20 wind turbines with a total capacity of 120 MW, and during the period, JERA joined the project and became the latest member of the team. Upon successful completion of construction in October 2019, Formosa 1 connected to the grid and entered commercial operation.
